NOTICE OF PUBLIC SCOPING MEETING
PLEASE TAKE NOTICE that on July 14, 2008, the Town Board of the Town of Rhinebeck, as Lead Agency, issued a Positive Declaration, pursuant to 6 NYCRR Part 617 with regard to the adoption of the Town of Rhinebeck Amended Comprehensive Plan; Amended Zoning Law; and Freshwater Wetlands Law. The Town Board also issued its Notice of Intent to prepare a Draft Generic Environmental Impact Statement ("DGEIS") and determined also that Scoping of the DGEIS will be conducted pursuant to §617.8(e) for all three actions. The Town Board shall conduct a Public Scoping Meeting on August 14, 2008 at 6:45 p.m. at the Rhinebeck High School, located at 45 North Park Road, Rhinebeck, New York, for purposes of allowing all members of the public and all interested agencies to provide their input on the scope of the DGEIS. A copy of a Draft Scope is available for inspection at the Town Clerk's Office at the Rhinebeck Town Hall, located at 80 East Market Street, Rhinebeck, New York, during regular business hours, and has been posted on the Town's official website at www. rhinebeck-ny.gov. Copies of the proposed Amended Comprehensive Plan; proposed Amended Zoning Law; proposed Freshwater Wetlands Law; Draft Scope; and Positive SEQRA Declaration are also available for inspection at the Town Clerk's office and have been posted on the Town's official website. Copies of these documents are also available for inspection at the Rhinebeck Village Hall and the Morton Memorial and Starr Libraries. Any person or interested agency interested in obtaining copies of these documents should contact the Town of Rhinebeck Town Clerk during regular business hours.
The purpose of Scoping is to focus the DGEIS on potentially significant adverse impacts of these actions and to eliminate consideration of those impacts which are irrelevant or non-significant in conjunction with the SEQRA review of the proposed actions. A Notice explaining in more detail the Scoping Process is available from the Town Clerk, at the Rhinebeck Village Hall, and at Morton Memorial and Starr Libraries. The Notice is also available for downloading on the Town's official website.
Written comments on the proposed scope will also be accepted and may be filed either prior to, at the time of, or within ten (10) days of the close of the Scoping Meeting with the Town Clerk. Members of the public and representatives of interested agencies who wish to speak at the public meeting will be asked to confine their comments to Scoping issues, and time limits shall be established on individual public comments.

Second Big Kingston Waterfront Proposal Coming Up for Public Comment
While we're waiting for the next step in the planning board's review of the Hudson Landing proposal (1,750 condos and townhouses on the city's last remaining open Hudson River waterfront - see below), a major project proposed for an adjacent waterfront parcel has taken its first step in the public-review process.
Ohio-based developer, 771 Polaris, Ltd., is proposing 383 housing units (a mix of condos, senior condos, rental apartments and luxury townhouses) for 76 waterfront acres. The development is named Sailor's Cove, and the city's planning board recently accepted a draft environmental impact statement (DEIS) for the project.
Project caused concerns two years ago - still significant work to be done
About two years ago the developer held some public-information sessions about the project. Residents and Scenic Hudson had a number of concerns then - and our initial review of the DEIS suggests that the plan still has a long way to go.
The planning board required the developer to present a "traditional neighborhood design," sometimes known as neo-traditional. When done well these types of developments are walkable, livable and reflect the unique community character of where they're built. While the developer's neo-traditional design is a starting point, it needs reshaping. Scenic Hudson hopes that Polaris will make the neo-traditional option its preferred choice and that they will work with the planning board, residents and other stakeholders to improve the plan. The plan should rise to a level befitting the site's location - adjacent to, and visible from, a Scenic Area of Statewide Significance (designated by state government) and a National Historic Landmark District (designated by federal government). The design also should fit the character of nearby Kingston neighborhoods, such as Ponckhockie.

Our planning experts are reviewing all aspects of the DEIS and will be prepared to use every public meeting and comment opportunity to push for a project that will boost Kingston's revitalization and make the city proud. We'll share details with you to help you prepare to speak out at the public hearings and to submit your comments in writing. Your advocacy will powerfully impact the final result of this project.

Update on Hudson Landing
The planning board is expected in the next several weeks to release a draft final environmental impact statement (DFEIS) for this project proposed by AVR Realty. We'll keep you posted on any and all actions you can take in responding to the DFEIS.

Tails will definitely be wagging as Wilderstein Historic Site heralds its 6th biannual “Fala Gala” on Saturday, September 13 from noon to 3 pm, rain or shine. This event celebrating Fala is a great opportunity for adults, kids, and of course dogs of all breeds to experience Wilderstein’s magnificent grounds and enjoy howls of Celtic fun. The special day of festivities will feature a pooch parade, Fala look-alike contest, short bread bake-off, snack bar (hot dogs, anyone?), scotch tasting, and information booths including “Ask the Vet.”
The Fala Gala is also a great time to tour the Wilderstein mansion and check out the site’s 2008 exhibition, “Art Of, For & By Women.” This unique exhibit allows visitors to experience the artwork created of, for, and by Wilderstein women whose social, cultural, and economic contributions have had a profound impact on the history of the Hudson Valley. In addition, Wilderstein’s museum store, which carries a huge line of Scottie gifts and collectables, will be open for the duration of the day.
